Holden Street Upgrade

Project Overview

The Holden Street streetscape upgrade, from Manton Street to Adam Street adjacent the River Torrens, are designed to transform the street into a pedestrian friendly precinct. Creating safer pedestrian/cyclist crossings and increased greening, whilst maintaining parking. The streetscape upgrade included improving the overall amenity of the street, creating a lower speed environment, improving pedestrian access to the stadium and precinct with wider footpaths, creating a bicycle friendly environment, improving the landscaping and promoting urban greening and accommodating the access requirements for heavy vehicles. The project also aims to enhance the area in preparation for the upcoming Women’s World Cup 2023 at Coopers Stadium.

Scope of Works

Marshfield was engaged by the City of Charles Sturt as the Superintendent for delivering the Holden Street Upgrade project. Marshfield’s scope included:

  • Quality Assurance, including reviewing and releasing Hold and Witness Points
  • Monitoring and coordinating non-conformances and corrective actions where necessary.
  • Reviewing and commenting on contractor’s documents including Project Management Plans, Inspection and Test Plans, Safe Work Method Statements, Traffic Management Plans, Complaints Register, Risk Registers.
  • Variation and monthly progress claim management, review and approval.
  • Request for Information (RFI) Management including liaising with the project design team, council asset managers, SAPN, SA Water, NBN, Telstra, APA and other service authorities, residents and businesses to ensure RFIs from contractors are dealt with in a timely manner.
  • Ensuring suitable cost control measures were in place and managed to deliver a value for money outcome.
  • Project Closeout, ensuring documentation is accurate and meets quality standards.

Successes/ value adds

Marshfield ensured the work scope was clearly defined and understood by the Holden Street project team from the start. This resulted in a quick and efficient mobilisation. Marshfield also ensured the Contractor had a robust safety management system in place and that controls were implemented. During construction, Marshfield also assisted in the elimination a critical risk that was observed when a subcontractor excavator was working under the powerlines with unacceptable clearances. This was brought up to their Safety team and resolved in a timely manner, reducing a critical risk to the client. We were also able to deliver cost control on the project, which included detailed review of variation claims, and in one instance, successfully challenge a subgrade repair claim, which ultimately reduced the value of the claim significantly.
